Cook Moves PA-10 Race Between Perry, Stelson to Toss-Up

In a major shift, the Cook Political Report moved Pennsylvania’s 10th Congressional District race from Lean Republican to Toss-Up on Friday morning.

The CPR analysis made note of the fundraising prowess of Democratic challenger Janelle Stelson who brought in a massive total of $2.85 million, opposed to just $900,000 for Republican incumbent Scott Perry.

“It’s become increasingly clear that the fundraising differential is taking a serious toll on the congressman,” wrote analyst Erin Covey. “Even as (former President Donald) Trump is on pace to win Pennsylvania’s 10th District again — he carried it by four points in 2020 — public and private polling show Perry underperforming Trump. The congressional race now looks neck-and-neck — and while the political environment should still favor Perry, his unique vulnerabilities, coupled with Democrats’ spending advantage, moves this race from Lean Republican to Toss Up.”

Stelson, a former broadcast journalist with WGAL-TV which is located in the PA-10 market, has spent $3.8 million to date on TV, digital and radio ads, according to the story. Many of those ads have been direct to camera, utilizing her strength as a former news anchor to directly talk to voters.

Perry has spent a little under $1 million over the airwaves, using the points that he was not sent to Congress to “make friends.” The six-term congressman has repeatedly pointed out that his opponent does not live in the district – Stelson resides in neighboring Lancaster County – and has brought out Speaker of the House Mike Johnson (R-La.) to support his struggling campaign.

Stelson has shied away from emphasizing Perry’s actions in the aftermath of the 2020 election and has focused more on his record, including his co-sponsorship of the Life at Conception Act, support for social security cuts, and votes against the bipartisan bill providing protective gear for firefighters.

A recent Susquehanna Polling & Research survey showed Stelson running nine points ahead of Perry in the district, 48-39%. According to CPR, “Republicans are still optimistic Perry will make it across the line, but Stelson’s spending onslaught has propelled this race into the Toss Up column.”

    They rely on those Republican polls, those that predicted the infamous Red Wave in 2022 — that fizzled.
